Southeastern Housing and Community Development is soliciting sealed bids for the new construction of four multifamily units in two duplexes known as Pine Wood Homes to be built at 5986 Voorhees Road in Denmark, SC 29042.  This project will be utilizing HOME federal funds and State funds to pay for construction work.  As such, minimum contractor qualification criteria and federal requirements will be required.

 Sealed bids in duplicate will be received by Southeastern Housing and Community Development at the offices of SC Regional Housing Authority #3 located at 10938 Ellenton Street, Barnwell, SC 29812, between 8:00 A.M. and 5:00 P.M., Monday through Thursday, until the date and time of the bid opening at 1:00 P.M. on TUESDAY, NOVEMBER 26, 2024, and then at said office publicly opened and read aloud.

 A mandatory Pre-bid Conference and Site Inspection Tour will be held at 644 Bridge Street in Bamberg SC on NOVEMBER 12, 2024.  (Note: the construction site located at 5986 Voorhees Road, Denmark, SC 29042 is six miles from 644 Bridge Street.)

 All inquiries and questions from bidders must be submitted electronically via email to rthomas@southeasternhcd.org, no later than NOVEMBER 14, 2024, at 5:00 P.M. Answers to all questions will be posted in the form of an addenda via email, simultaneously to all recipients of the IFB.

 Each Bidder must deposit with his Bid, a Bid Bond or Certified Check in an amount equal to five percent of the bid amount, payable to Southeastern Housing and Community Development, as bid security.  The awarded Bidder will be required to submit a Payment and Performance Bond or Letter of Credit prior to starting construction.

 The Bidder must complete the instructions for filing bids included in the IFB and furnish all required forms with their bid.  The project will be awarded to the lowest eligible, responsible, and responsive bidder.

 The Contract will be awarded within 20 days after the Bid Opening. The time for award may be extended by mutual agreement between Southeastern Housing and Community Development and the apparent lowest eligible, responsible, and responsive bidder.

 All contractors and subcontractors are required to comply with the requirements of Section 3 of the Housing and Urban Develop Act of 1968 located at 24 CFR Part 75.27. The purpose of Section 3 is to ensure that employment and other economic opportunities generated by HUD assistance shall, to the greatest extent feasible, be directed to low and very low-income persons,

 particularly persons who are recipients of HUD assistance for housing.
