These programs provide financial relief for essential repairs, improve safety and comfort, and help homeowners remain in their homes—strengthening both families and the wider community.
Who Can Apply?
- Homeowners residing in Aiken, Allendale, Bamberg, Barnwell, Berkeley, Calhoun, Hampton, Jasper, Orangeburg counties
- Mobile homes: Must be less than 25 years old (from year built)
- Single-family homes also qualify
- Must have lived in the home for at least 3 years
- Must meet income guidelines (60%–80% of area median income)
Eligible Repairs May Include:
- Sewer / Septic systems
- Water wells
- Roof replacements (non-asbestos shingled roofs only)
- Fascia and Soffits
- Gutters
- Exterior façade, sidings (non-asbestos siding only)
- Windows
- Exterior Doors/Storm Doors
- Accessibility Ramps
- Etc.
Program Benefits
- Critical Home Repair Program – covers eligible repairs up to $30,000
- Home Repair Program – covers extensive repairs up to $75,000
- Grant or Forgivable Loan Options:
- Repairs under $15,000 → Grant
- Repairs over $15,000 → Forgivable Loan (must remain your primary residence for 20 years)

Ramp Request
Accessible ramps are essential for individuals with mobility limitations, including seniors, people with disabilities, and those recovering from illness or injury. Without a safe ramp, many residents become homebound, unable to leave for medical appointments, community activities, or even in the case of an emergency. If you or someone you know needs a ramp, please complete the Ramp Request Form. The information you provide will help us confirm eligibility and prioritize urgent cases. Once your form is received, our team will review it and reach out to discuss next steps.
